維持費一機あたり12000ドル下降

JSF本部:JSFプログラム代表マット・ウィンター中将は、F-35の重要な運用コストは2017年に大幅に下落したと言う。
ウィンターは防衛記者団に対し、F-35航空隊の運用コストは「航空隊全体は年間一テール(尾)あたり」110万ドル減少し、「航空隊全体は飛行時間あたり12,000ドル削減」されたと述べた。
ペンタゴン調達の代表エレン・ロードと同様に、英国などの主要同盟国は、F-35の運用・維持コストが下がることを強く求めている。
政府会計検査院(GAO)は、50年に渡るF-35航空隊の購入および運用コストが、冷静沈着なペンタゴンの予算委員さえも心配するほど大きく、一兆ドルを超える可能性があると推測している。

ウィンターは、この問題で発生する熱の可能性を考え、慎重な立場として「成功ではなく約束」と表現してその下降を特徴づけた。
F-35を1,763機を必要とする最大の顧客である空軍参謀総長は昨年3月、F-35のコストをF-16と同じくらいにしたいと述べた。

JSF HQ: The head of the Joint Strike Fighter program, Vice Adm. Mat Winter, says the crucial operating costs of the F-35 dropped significantly in 2017. Winters told a group of defense reporters that the costs of operating the F-35 fleet dropped by $1.1 million “per tail per year across the fleet” and cited “a reduction of $12,000 per flight hour across the fleet.” The head of Pentagon acquisition, Ellen Lord, has pressed hard for F-35 operating and sustainment costs to come down, as have key allies such as Britain. The Government Accountability Office has estimated the costs of buying and operating the F-35 fleet over the 50 years could be greater than $1 trillion, a figure huge enough to worry even the coldest-blooded Pentagon budgeteer. Winter characterized the drops as indicative of, “promise but not success,” a prudent position given the heat this issue can generate. The Air Force Chief of Staff, the F-35’s biggest customer with a requirement for 1,763 planes, said last March he wants to see the F-35 cost as much as an F-16 does. “Our initial target is to get them down to the equivalent or very close to what we’re currently spending to sustain fourth-generation fighters,” Gen. Dave Goldfein said in March. Of course, the F-35 is a complex and stealthy aircraft so being able to maintain it and operate it for the same amount as an older and simpler aircraft is an impressive goal.

The F-35 production line, although meeting annual targets, is late on monthly deliveries, and the Joint Program Office has put Lockheed Martin on notice that it must step up quality or lose some incentive fees. Program Executive Officer Vice Adm. Mat Winter also said the military services have decided to upgrade all their existing jets to the Block 3 standard, but have not yet decided if they will eventually mod all their jets to a Block 4 configuration. “We are seeing increased touch labor and rework,” Winter told reporters at a twice-annual F-35 status report briefing in Arlington, Va. The line is “not hitting ... monthly deliverables,” he said. The problem stems from “repair, rework, and scrap” of parts on the assembly line that are, for various reasons, not right. Although individually these quality escapes are not adding huge costs, Winter said, each one slows the production line; something he said can’t be tolerated as production is rapidly edging up to the full planned rate of 168 airplanes per year. “They need more automation,” Winter told Air Force Magazine after the event, adding there’s still “too much touch labor.” He’s breaking out some of Lockheed’s award fees and holding them in reserve to provide an incentive for the company to get its processes humming along more efficiently, and with less lost time and material. “This is not new money,” he noted, saying the incentives are already part of the contract, but Lockheed could lose some incentive fee if it doesn’t deliver aircraft more reliably. Winter also said the services have “fully funded” modifying all their early-production F-35s to the Block 3 standard, but Winter said some may be upgraded to the Tech Refresh-2 and some to the Tech Refresh-3 configuration. The TR-2 includes the Integrated Core Processor, a “panoramic cockpit” display and memory system, and the -3 includes additional improvements. This will make a “considerable difference in reliability and availability” of the aircraft, Winter said. Newer-production F-35s are largely achieving the desired 75 percent mission capability rates, but the earlier airplanes are the typical problem jets, he noted. The refresh will put most F-35s at an even technology level, making parts production and modification smoother and performance more predictable, he said. “It’s an affordability issue” whether the services will boost all their airplanes to the TR-3 configuration, he said, and that has not yet been decided.

here really wasn’t much news made, aside from the routine nature of the takeoffs, landing and deck maneuvers. But the man in charge off integrating the F-35C into the Navy, Rear Adm. Dale Horan, did tell me that the Navy has been pleasantly surprised by their ability to maintain the Joint Strike Fighter’s stealth characteristics. While such maintenance remains complex, he told me, it’s very manageable and less onerous than some had feared.

All four men also agreed that they would recommend ALIS, or some equivalent system, for future aircraft, although they noted that logistically it would be almost impossible to retrofit such a system to existing aircraft like the F-18.
Part of the benefit of the system, the maintainers said, was the support Lockheed provides. Because ALIS is tied into Lockheed’s system, and because Lockheed contractors are integrated into the maintenance teams at Beaufort, needed parts can come quickly.
“There is a benefit to F-35 when you have a parts availability issue we can talk directly to Lockheed Martin and tell them this jet is non mission capable because of this part and they’re going to work as hard as they can to get us that part as quickly as possible,” the first maintainer said. “We can get that part in a matter of days as opposed to months.”

F-35As performed at a higher mission capable rate than its fourth generation counterparts during the type’s first deployment to Europe, despite dealing with a small amount of maintenance issues.
Eight F-35As and about 200 airmen from Hill AFB, Utah, deployed to RAF Lakenheath, England, last month before returning home on May 7. During the deployment, the aircraft flew 76 sorties and more than 154 flying hours. The F-35As maintained an 87.5 percent mission capable rate for the deployment, with four canceled sorties because of maintenance issues, said Col. David Lyons, commander of the 388th Fighter Wing at Hill. For comparison, Hill F-16s currently deployed to Spain have a 75 percent mission capable rate, Lyons said.

2 日米共通装備品の生産・維持整備
(1)F-35A生産への国内企業の製造参画及び整備拠点の設置
わが国は、11(同23)年12月、F-35A戦闘機をF-4戦闘機の後継機である次期戦闘機とし、平成24(2012)年度以降、42機取得すること、一部の完成機輸入を除き国内企業が製造に参画することなどを決定した。
これを踏まえ、わが国は平成25(2013)年度以降のF-35A戦闘機の取得に際して国内企業の製造参画を図っており、これまで、機体及びエンジンの最終組立・検査(FACO)やエンジン部品の一部(19品目)、レーダー部品の一部(7品目)及び電子光学分配開口システム(EODAS)3部品の一部(3品目)について、製造参画を決定した。

国内企業が機体やエンジンのFACOに必要な能力や施設を有することは、
  • 機体やエンジンが破損し、主翼や胴体、タービンなど主要構造部位の修理・交換など、部隊では実施できない作業の必要が生じた場合でも、機体やエンジンを海外に輸送せず国内で迅速に対応することができる
  • 将来的にF-35A戦闘機の能力向上を図る際などに、国内で改修作業を行うことができるなど、F-35A戦闘機に対する運用支援を効果的に実施する上で重要である。

また、国内企業がFACOの実施や部品の製造に参画することは、ステルス機のシステム・インテグレーション技術や最先端の戦闘機技術・ノウハウに接することが可能となるという意義もあり、防衛生産・技術基盤の強化にも資することになる。
なお、国内で機体のFACOを実施したF-35A戦闘機については、17(同29)年6月までに初号機が完成し、試験飛行などを実施した後に空自の基地に配備される予定である。

米国政府は、F-35戦闘機について全世界的な運用が予想される中、北米・欧州・アジア太平洋地域において機体・エンジンを中心とした整備拠点(リージョナル・デポ)の設置を構想している。
14(同26)年12月、米国政府は、アジア太平洋地域におけるF-35の整備拠点について、①機体の整備拠点については、18(同30)年初期までに日本及びオーストラリアに設置すること、②エンジンの整備拠点については、18(同30)年初期までにオーストラリアに設置し、追加的な所要に対応するため3~5年後に日本にも設置することを決定した旨を公表した。
機体及びエンジンのFACO施設を活用した整備拠点を国内に設置し、アジア太平洋地域での維持整備に貢献することは、わが国のF-35A戦闘機の運用支援体制を確保するとともに、国内の防衛産業基盤の維持、日米同盟の強化及びアジア太平洋地域における装備協力の深化といった観点から、有意義である。

基本寿命は8000時間
1万6000時間の耐久試験はクリア。(第2フェーズ)
現在2万4000時間の耐久試験を進行中。(第3フェーズ)

いったんその点検に入ると、テストは各フェーズごとに8,000時間づつ加算して続いていくので、それはエアフレーム全体の寿命と等しいことを意味する。
すでに同社の構造テスト施設で、通常離着陸型 (CTOL) バリエーション・エアフレームは2倍の16,000時間に相当する「寿命」を完了しており、テストの第3セットは2016年初期に開始される。
Each phase of testing, lasting a total of 8,000 hours, is equivalent to an entire lifetime of the airframe once it enters service.

A full scale durability test airframe of the F-35A aircraft has successfully completed its third life testing, equivalent to 24,000 hours of 'flying', in our unique testing facility at BAE Systems’ site in Brough, East Yorkshire. The airframe, known as AJ-1, is representative of the F-35A Conventional Take-Off and Landing (CTOL) variant of the jet.
While in the 350-tonnes structural test rig it has been subjected to and tested on the range of loads it would experience in actual flight, with durability tests carried out to simulate real life fleet usage based on projected operational requirements.
Our durability test rig is the only one of its kind in the United Kingdom and it has supported the testing of AJ-1 since it arrived in Brough in 2009. It is fitted with more than 20 miles of wiring, 2,500 strain gauges and 160 loading actuators which are attached to the airframe during testing.
The F-35A durability test airframe will now leave the rig and travel to the United States where it will undergo further detailed inspections.
Kathy Nesmith, F-35 Joint Program Office Airframe Team Lead, said: “The F-35 programme requires a service life of 8,000 flight hours. This is verified through durability testing to two lifetimes or 16,000 hours. Completing third life testing on the F-35A durability article will provide us the data to enable the warfighter to maintain and sustain this aircraft beyond 2050.”
Matt Edghill, Lockheed Martin’s F-35 Structures Development Director, said: “The 5th generation F-35, with advanced speed and agility, pushes the boundaries of engineering and physics. This durability testing confirms the airframe will perform in and withstand the demanding environments it will experience throughout its operational lifetime. Completion of the F-35A’s third lifetime test gives our programme great confidence in the aircraft’s strength and durability for decades to come.”
Andy Prendergast, Operations Manager for Structural and Dynamic Test at BAE Systems, said: "This testing has pushed the F-35A airframe to its limits to make sure it will fly safely and effectively throughout its lifetime. We have continually checked the airframe for any signs of stresses and strains and reported findings back to the programme so structural improvements could be made, if required, long before any issues appear in the flying fleet."
We lead structural testing on the CTOL variant of the F-35 with Lockheed Martin, the programme’s prime contractor, who is also responsible for testing of the aircraft's other variants: the F-35B Short Take-Off; Vertical Landing (STOVL); and the F-35C Carrier Variant (CV).
Both the F-35B and F-35C durability test articles have completed 16,000 hour second life testing and are continuing with additional testing to maximize the life of the aircraft.
The F-35 is the latest in a line of aircraft to have been tested at Brough which includes the Buccaneer, Harrier, Hawk and most recently, Eurofighter Typhoon, which continues to be tested at the site.

The airframe (AJ-1) successfully finished its third life testing -- this is equivalent to 24,000 hours of 'flying'. The F-35 program requires a service life of 8,000 flight hours verified through durability testing to two lifetimes or 16,000 hours. Third life testing completion on the F-35A provides significant data so the warfighter can maintain and sustain their aircraft for decades.

Pratt & Whitney's F135 engine powering the F-35 Lightning II, has successfully demonstrated full-life capability during accelerated mission testing (AMT) at Arnold Engine Development Center, Arnold Air Force Base, Tennessee. This achievement of 5,200 total accumulated cycles – the equivalent of more than seven years of operation or approximately 1,200 F-35 missions – was completed in ten months without any need for turbine maintenance. Pratt & Whitney is a United Technologies Corp. (NYSE: UTX) company.
AMT is conducted as a means of testing and validating reliability and maintainability performance for the engine over the span of its life and identifying any potential issues well before they would be encountered by the operational fleet. Made possible by the U.S. Air Force Component Improvement Program, this test was focused on the Conventional Takeoff and Landing (CTOL) engine variant which powers the F-35A model, and represents a key milestone on the F135 program. Testing took place between August 2014 and May 2015.
