最終的なSDD飛行は、2018年4月11日に海軍航空基地Patuxent Riverで行われ、海軍テスト機CF-2が外部で2,000ポンドGBU-31JDAMとAIM-9Xを運びながら搭載データを収集するミッションで完了した。

飛行科学からミッション・システム試験のための、F-35テストチームによって完了された重要な作業は、ブロック3F機能を運用兵士に提供するための道を切り開いた。

NAVAL AIR STATION PATUXENT RIVER, Md., April 12, 2018 - The F-35 program has accomplished the final developmental test flight of the System Development and Demonstration (SDD) phase of the program. “Completing F-35 SDD flight test is the culmination of years of hard work and dedication from the joint government and industry team,” said Vice Adm. Mat Winter, F-35 Program Executive Officer. “Since the first flight of AA-1 in 2006, the developmental flight test program has operated for more than 11 years mishap-free, conducting more than 9,200 sorties, accumulating over 17,000 flight hours, and executing more than 65,000 test points to verify the design, durability, software, sensors, weapons capability and performance for all three F-35 variants. Congratulations to our F-35 Test Team and the broader F-35 Enterprise for delivering this new powerful and decisive capability to the warfighter.” The final SDD flight occurred April 11, 2018 at Naval Air Station Patuxent River, Md., when Navy test aircraft CF-2 completed a mission to collect loads data while carrying external 2,000-pound GBU-31 Joint Direct Attack Munitions (JDAM) and AIM-9X Sidewinder heat-seeking missiles. From flight sciences to mission systems testing, the critical work completed by F-35 test teams cleared the way for the Block 3F capability to be delivered to the operational warfighter. More than a thousand SDD flight test engineers, maintainers, pilots and support personnel took the three variants of the F-35 to their full flight envelope to test aircraft performance and flying qualities. The test team conducted 6 at-sea detachments and performed more than 1,500 vertical landing tests on the F-35B variant. The developmental flight test team completed 183 Weapon Separation Tests; 46 Weapons Delivery Accuracy tests; 33 Mission Effectiveness tests, which included numerous multi-ship missions of up to eight F-35s against advanced threats. “The F-35 flight test program represents the most comprehensive, rigorous and the safest developmental flight test program in aviation history,” said Greg Ulmer, Lockheed Martin’s vice president and general manager of the F-35 program. “The joint government and industry team demonstrated exceptional collaboration and expertise, and the results have given the men and women who fly the F-35 great confidence in its transformational capability.” Developmental flight test is a key component of the F-35 program’s SDD phase, which will formally be completed following an Operational Test and Evaluation and a Department of Defense decision to go into full-rate aircraft production. While SDD required flight test is now complete, F-35 flight testing continues in support of phased capability improvements and modernization of the F-35 air system. This effort is part of the Joint Program Office’s Continuous Capability Development and Delivery (C2D2) framework, which will provide timely, affordable incremental warfighting capability improvements to maintain joint air dominance against evolving threats to the United States and its allies. With stealth technology, advanced sensors, weapons capacity and range, the F-35 is the most lethal, survivable and connected fighter aircraft ever built. Block 3F: The F-35 is prepared to enter combat if required. The delivery of Block 3F improves warfighting capability with enhanced sensors and targeting, improved data links, improved threat countermeasures, and enhanced weapons capability to include air-to-air missiles, air-to-ground munitions, and weapons employment throughout the full aircraft flight envelope. Initial Block 3F software was delivered with later LRIP Lot 9 F-35A aircraft starting in August 2017 and included Block 3F Mission Systems capabilities required to conduct all critical mission threads including: Strategic Attack, Close Air Support, Suppression/Destruction of Enemy Air Defenses, and Air Superiority. Block 3F capabilities are in the fleet today and will continue to be delivered with LRIP Lot 10 F-35 aircraft. Since the initial Fleet Release of Block 3F software in August 2017 the F-35 JPO, in close coordination with U.S. Services and International Partners, has addressed critical Deficiency Reports (DRs) in order to deliver mission systems improvements and maximize F-35 mission effectiveness for LRIP Lot 10 Block 3F aircraft. The latest Block 3F software has demonstrated the capability maturity and stability to complete all required Missions Systems test points and address critical DRs as directed by the Services via the F-35 Configuration Steering Board. In addition, the Program is taking the necessary Airworthiness and Weapons Certification steps to enable full combat capability with Block 3F hardware, software, and weapons carriage with LRIP Lot 10 F-35 aircraft delivered during 2018. The Program continues to deliver Block 3F capability for the F-35A and is on track to deliver Block 3F capabilities to the F-35B and F-35C later this year in May (BF-63) and July (CF-34), respectively. This capability delivery will support fleet operational needs, deployments, and entry into formal Initial Operational Test and Evaluation (IOT&E) in fall 2018.

F-35 Finally Can Use All Its Weapons In Combat

The newest U.S. Air Force F-35s, both stateside at Hill AFB, Utah, and overseas in the Pacific, finally can employ the stealth fighter’s full suite of air-to-air and air-to-ground weapons in combat. The F-35 Joint Program Office (JPO) has delivered the flight clearances, simulators, threat information, and logistics system required for the Air Force’s F-35As equipped with the latest software load to employ all of its weapons throughout the full flight envelope, according to the JPO, Lockheed Martin and Air Force officials. This milestone gives the Block 3F-configured F-35As assigned to the 34th Fighter Squadron stationed at Hill and those forward-deployed to Kadena Air Base, Japan--on North Korea’s doorstep--some lethal capabilities. The aircraft now can fire Raytheon’s short-range AIM-9X Sidewinder missile, the GAU-22 25mm gun, and Boeing’s precision-guided Small Diameter Bomb, all while flying up to 9Gs at 1.6 Mach. The F-35A touched down in Kadena for its first operational deployment to the Pacific in November, a highly anticipated milestone that underlines the U.S. military’s commitment to allies in the region amid tensions over North Korea’s nuclear weapons program. The “Rude Rams” F-35As join the “Green Knights” F-35Bs of Marine Fighter Attack Squadron (VMFA) 121, which is permanently stationed at Iwakuni, Japan, significantly increasing the number of stealth F-35s in the region. The 12 F-35As from Hill will be deployed to Kadena until May, a six-month rotation, as part of U.S. Pacific Command’s theater security package. Meanwhile, the U.S. Marine Corps short takeoff, vertical-landing F-35B and U.S. Navy F-35C carrier variant configured with the 3F software will be able to deploy with their full operational capability in May and June, respectively, F-35 Program Executive Officer (PEO) Vice Adm. Mat Winter said during a Feb. 28 media roundtable. For the F-35Cs, this means the aircraft will be able to deploy Raytheon’s AGM-154 Joint Standoff Weapon (JSOW) in combat. There is one caveat--the final 3F simulator capability has been broken into two releases, Lockheed’s Executive Vice President for Aeronautics Orlando Carvalho said in a March 5 interview. The first release has been delivered for the 3F F-35As, he said. Even though the F-35’s long development phase finally is drawing to a close, the JPO and Lockheed will continue working to modernize the aircraft with an updated threat library, logistics system and simulators, Winter said. “We have warfighting capability today that is effective against the current threats and the ability to fight the fight for our U.S. Marine Corps and U.S. Air Force,” Winter said. “Is that good enough? It is absolutely effective and good enough for today, but as we look from our intelligence reports and the threat growth in 2025 [we must] ensure that we stay ahead of that growing threat so that the F-35 air system will remain technologically advanced on the battlefield well into the [century].”

US military officials have launched a new affordability initiative for the Lockheed Martin F-35 programme that targets labour costs and manufacturing efficiency, says Vice Adm Mat Winter, the F-35 programme executive officer. Two previous rounds of cost-saving efforts have focused on reducing the cost of components or repairs, as part of a larger effort to reduce unit prices to $80-85 million scheduled to be purchased in fiscal year 2019. But now US military officials will dispatch teams to suppliers to evaluate labour costs and manufacturing flow times, with a mandate to find efficiencies, Winter says. To cite a hypothetical example, Winter described an F-35 final assembly worker that spends 3.5h on an 8h shift waiting to receive parts or tools. The labour cost and manufacturing review comes as top Department of Defense officials zero in on the F-35 programme to find cost savings. Deputy Defense Secretary Pat Shanahan, a former top Boeing manufacturing executive, has pledged to find a way to reduce F-35 costs. In some ways, the new effort by the JPO echoes steps taken during the first round of Boeing’s partnership for success programme, which saw the company’s managers visit suppliers and identify ways to improve efficiency on components and parts. The cost to build and support the F-35 has become a growing concern for DoD leaders. The Pentagon has determined that the cost to sustain the current fleet of about 280 operational F-35s is unsustainable, even as the JPO readies to acquire hundreds more over the next few years, Winter says. “The cost ratio today, if it’s the same 280 to 800-plus aircraft by 2021 we will be unaffordable,” he says. “The services budgets won’t be able to sustain that.” In response, the JPO has decided to expand the use of government depots to repair F-35 subsystems. The military’s depot network already handles repairs for airframe structure and Pratt & Whitney F135 engines, but F-35 squadrons rely on contractors to repair 68 subsystems on the aircraft, such as the auxiliary power unit and the power and thermal management system, Winter says. By shifting subsystem repair work to the depots, the contractors will have more capacity to reduce a critical shortage of spare parts in the operational fleet, where mission capability rates for the F-35 average about 51%, Winter says. The emphasis on cost savings comes as the F-35 nears a critical milestone. Only about 20 flight test points remain to complete testing of Block 3F software, marking the end of an 11-year flight test campaign during the system development and demonstration phase, Winter says.

WASHINGTON --Before moving into operational testing, the joint strike fighter will have to prove its mettle as a close-air support plane to the Pentagon’s independent testers, the F-35 program head said Wednesday. This April, the Defense Department’s director of operational test and evaluation will scrutinize the F-35’s close-air support and reconnaissance capabilities during a series of flights at Edwards Air Force Base and the Point Mugu Sea Range in California, said Vice Adm. Mat Winter, who leads the F-35 Joint Program Office. Winter said he isn’t sure whether the close-air support assessment In April -- the second increment of tests ahead of this September’s initial operational test and evaluation, or IOT&E -- would include the much-hyped F-35 versus A-10 flyoff. But it’s coming soon. “I have not seen the scope of increment two, so I cannot go on record to say that it’s in increment two,” he told reporters during a roundtable Wednesday. “It will be in either increment two or in the formal [IOT&E], and it will be executed.” As part of the fiscal year 2017 Defense Authorization Act, Congress included language that mandated comparison tests between the F-35 and A-10 Warthog. That assessment is to be overseen by the Pentagon’s independent weapons testing arm, known as the Office of the Director of Operational Test and Evaluation or DOT&E, and will evaluate the F-35’s aptitude in the close-air support, combat search and rescue, and forward air controller airborne missions. The provision was championed by Warthog supporters on Capitol Hill who said a flyoff would prove the F-35 is not able to fully replace the A-10, which was purpose built for the close-air support mission and has been in use since the 1970s. Meanwhile, proponents of the F-35 program assert that the Warthog -- with its notoriously huge 30 mm GAU-8 Avenger Gatling gun and ability to fly slow and low over the ground -- simply accomplishes the close-air support mission differently than the F-35, and that there will be environments where the F-35 is a better fit. “Just like every other fourth- or four-plus generation fighter, [the A-10] would not likely survive a single mission flown against the anti-access/area denial threats of today. That is where the F-35 was designed to operate,” John Venable, a former F-16 pilot and defense expert at the Heritage Foundation, wrote in an op-ed for National Defense Magazine last year. The prospect of an F-35 versus A-10 flyoff has been built up over the past several years, however, it’s possible the assessment results in less commotion than expected. Much has changed since fiscal 2017, when the Air Force still wanted to retire the A-10 and was forbidden from doing so by Congress. In fiscal 2018, the service opted to retain the A-10 and is now in the process of rewinging the fleet, putting the future of the Warthog into a much safer position. The full “increment two” test plan has not yet been approved by Robert Behler, the Pentagon’s director of operational test and evaluation. However, Winter said the scope of the assessment will include weapons drops, engagement with forward air controllers who call in air strikes and armed reconnaissance missions. The DOT&E Office has already wrapped up the first increment of pre-IOT&E tests, which looked at the F-35’s performance in cold weather environments. It evaluated “the suitability and effectiveness” of a series of F-35 alert launches that took place in late January through early February at Eielson Air Force Base in Alaska. After the close-air support assessment has wrapped up, the data from both increments of tests will be formally reviewed by DOT&E before the aircraft moves into operational tests this fall. Winter expects IOT&E to wrap up in May 2019.

AVAL AIR SYSTEMS COMMAND, PATUXENT RIVER, Md.--Maj. Robert Guyette, the test pilot who last year led the team of engineers in resolving mission critical deficiencies with the F-35 helmet mounted display, was honored as the Test Pilot of the Year during a ceremony Feb. 8. Guyette, F-35 Pax River Integrated Test Force test pilot, received the award from the John H. Glenn Squadron of the Marine Corps Aviation Association at NAS Patuxent River during the 13th annual awards ceremony at the River’s Edge Catering and Conference Center here. Guyette took the lead above many of his peers who represented all of the test squadrons at NAS Pax River as well as China Lake, Calif. In addition to helping resolve the helmet display issue--which is now with industry partners for final production--his efforts helped to bring the F-35 closer to completing the system development and demonstration phase having served as the project officer for 10 test teams, the pilot for nearly 100 F-35 test plans, and completing more than 600 test points in 2017 for the B and C variants.

Battlefield Airmen Integrate with F-35
EIELSON AIR FORCE BASE, Alaska - During the F-35 Lightning II's pre-Initial Operational Test and Evaluation, Airmen from the 3rd Air Support Operations Squadron had the opportunity to work with all three variants of the Joint Strike Fighter. Tactical Air Control Party Airmen coordinate air support with joint and international platforms, making this a unique opportunity to work with three different versions of the fifth-generation aircraft. "We were able to execute close-air-support training scenarios and validate TACP cold-weather training," said Staff Sgt. Gary Russell, Detachment 1, 3rd ASOS battalion air liaison officer. "We were also able to build the 3rd ASOS's familiarization with all F-35 variants." Unlike other aircraft used for CAS, the F-35 utilizes speed and stealth technology to become a more lethal threat on the battlefield. "It's a little more difficult to control than some other aircraft," said Russell. "It flies higher and faster than most aircraft we deal with, but it also gives us the advantage of not having to worry about as many surface-to-air threats. Because of that, we are able to focus more on the ground commander's priorities." Alaska's weather makes some tasks harder to accomplish than others; but as part of United States Special Operation Forces, weather can't keep an objective from being obtained. "Weather was our biggest challenge," said Russell. "At minus 30 degrees, batteries drain rapidly and keeping them warm is difficult." The roads to get to the different ranges located in Alaska are usually unpaved and difficult to drive on, and with a couple feet of snow added it makes getting out there extremely difficult. "Air Force Technical Applications Center, Detachment 460, was able to provide us with a Sno-Cat," said Russell. "Tech. Sgt. Cyrus Freeman from Det. 460 transported TACP personnel in the Sno-Cat for 15 ours a day all week. This was a significant battlefield enabler and a game-changer in allowing the missions to flow smoothly." The F-35 Lightning II is a multi-service and multi-nation fifth generation fighter aircraft, making it an integral part of future operations for the Department of Defense as well as its allies. "In today's military as TACP, we are regularly exposed to a joint battlefield," said Russell. "So any exposure to platforms from varying nations and services is of benefit to us." With the addition of F-35 Fighter Squadrons in the near future, along with the TACP Airmen of the 3rd ASOS, Eielson will be the force enabling the United States military's dominance in the air and on the ground.

Air Force Completes Another Round of Cold-weather Tests on 3 Versions of F-35s at Eielson

The Air Force has completed another round of cold-weather testing on the F-35A that’s been undergoing a series of tests at Eielson Air Force Base soon after it arrived in October. The testing on three versions of the F-35 was part of preparations for basing two squadrons of the warplane at Eielson beginning in 2020. While most of us were grumbling about the 30-below cold snap that set in for a while last month, Air Force personnel who came here from Southern California say the conditions were just right to test the F-35’s ability to operate in chilly temperatures. “Our objective essentially was to take the F-35 up to cold environment -- which, that definitely qualified as being a cold environment, probably colder than I’ve ever seen. And we were able to collect as much data as possible,” says Col. Michael Starr, who commands the Air Force Operational Test and Evaluation Center’s 1st Detachment out of Edwards Air Force Base. Starr said in an interview Tuesday the testing that began in mid-January and wrapped last week mainly involved checking out how the aircraft handled the cold during routine functions. “The main goal, main objective of the test was to see how the aircraft performed ? not just start, taxiing and takeoff,” he said, “but also, once we got to the range, how it’s going to perform in certain mission sets.” Those mission sets included carrying out simulated combat scenarios. Starr says testing personnel also gained important knowledge by just pulling maintenance on the advanced fighter. “It (testing) also included a heavy workload by maintenance,” he said. “A lot of folks were out there in the cold weather evaluating what it was like to do things on the aircraft required for normal operation.” An article posted to the Eielson website cites a Pentagon official affirming the importance of cold-weather testing the F-35. According to the article, Robert Behler, director of the Office of the Secretary of Defense’s Operational Test and Evaluation Office, “Being here and showing the aircraft’s ability to operate in this environment will tell a lot of people we have a credible weapon system.” Starr says the next two rounds, or increments, of F-35 testing will subject the warplane to increasingly realistic combat scenarios that’ll be conducted in a different extreme environment ? in Southern California, Arizona and elsewhere around the Southwest. “Increment 2 is scaled low-intensity-type conflict issues that we’re going to be dealing with. That starts this spring, if approved, with the appropriate agencies,” he said. “And then we’ll roll into increment 3 sometime this fall ? again if approved and if we’re given the go-ahead. And that’s more of a high-intensity-type conflict operational test and evaluation.” Starr says the F-35s also are being tested by both the Navy and Marines -- both would be getting their own variants of the aircraft also known as the Joint Strike Fighter. All three variants were included in the most recent round of testing at Eielson. F-35s also are being tested by U.S. allies that are interested in adding the warplane to their air forces, including the U.K., Netherlands, Norway and Australia.

In April 2016, the Air Force made an announcement that would change Eielson AFB history. After a lengthy analysis of the installation’s operations, environmental factors and cost, the Secretary of the Air Force selected Eielson AFB to be the first operational USAF location outside the contiguous United States to receive the F-35A Lightning II.
In preparation for the arrival of the Department of Defense’s newest fifth-generation fighter, the installation has seen growth and changes. At the same time the Joint Strike Fighter Operational Test Team (JOTT) recently completed testing to determine whether all three variants of the F-35 are suitable and able to operate in the frigid weather of interior Alaska.
There is no question the F-35, which already completed developmental testing in sub-zero temperatures, will be coming to Alaska in 2020.
“The decision to station the F-35 here has been established,” said Robert Behler, Director, Operational Test & Evaluation Office of the Secretary of Defense. “We’re not trying to prove or disprove anything. We’re just trying to make sure this weapon system has the operational capability it needs to function in this environment.”
Due to its location, Eielson will be one of the harshest environments in which the aircraft will be stationed. It also makes it an ideal location for testing the F-35 in a cold weather environment for this pre-Initial Operational Testing & Evaluation (IOT&E) test event. The F-35 IOT&E, which is scheduled to formally start in the fall of 2018, will inform the warfighter and Congress on the aircraft’s overall effectiveness to conduct designed missions and the suitability of the weapon system. Additional pre-IOT&E test events will be permitted in coming months, before all necessary test readiness entrance criteria for the formal start of IOT&E are met in the fall of 2018. These additional events include mission scenarios for strike coordination and reconnaissance, aerial reconnaissance and close air support, along with weapons testing.
“We’re here at Eielson to prove the capability of the aircraft to operate under extreme conditions of cold weather,” said Behler, a former experimental test pilot who flew more than 65 aircraft types. “Being here and showing the aircraft’s ability to operate in this environment will tell a lot of people we have a credible weapon system.”
“It is a requirement of this weapon system to be able to operate in cold weather conditions,” said Maj. Gen. Matthew Molloy, the Air Force Operational Testing and Evaluation Center commander. “We are up here characterizing what that performance looks like and we will feed this information to not only decision makers, but also to the warfighter.”
Although the decision to base the F-35s at Eielson was made more than a year ago, the continued testing of the aircraft will ensure the DOD is delivering the most capable aircraft to the joint force.
“The whole objective of operational test and evaluation is to deliver a weapon system for our warriors that’s combat credible,” said Behler.
By combining Eielson’s advantageous location with the Joint Strike Fighter, the Icemen team will continue to provide stability in the Indo-Asia Pacific region for decades to come.
